– ‘আমাদের সংসদ’ কার্যক্রমের উদ্বোধনী অনুষ্ঠানে ডেপুটি স্পিকার
প্রত্যেক অর্থবছরের জাতীয় বাজেট প্রণয়ন থেকে শুরু করে বাস্তবায়নের প্রতিটি ধাপ কতোটা দক্ষ ও কার্যকরভাবে বাস্তবায়ন করা হলো তার ওপর জনগণের জীবন মান ও তাদের অর্থনৈতিক বিকাশ নির্ভর করে। তাই জাতীয় বাজেট প্রক্রিয়ায় জনপ্রতিনিধিদ-সহ সকল পর্যায়ের নাগরিকদের কার্যকর অংশগ্রহণ নিশ্চিত করা একান্ত জরুরি। আর বাজেটকে অংশগ্রহণমূলক করার কাজে নাগরিক সমাজকেই জোরালো ভূমিকা রাখতে হবে বলে মনে করেন মহান জাতীয় সংসদের মাননীয় ডেপুটি স্পিকার শামসুল হক টুকু। আজ (বুধবার, ২২ মে ২০২৪) ঢাকায় উন্নয়ন সমন্বয়ের উদ্যোগে ‘আমাদের সংসদ’ কার্যক্রমের উদ্বোধনী অনুষ্ঠানে প্রধান অতিথির বক্তব্যে তিনি এ কথা বলেন। সংসদের বাজেট অধিবেশন চলাকালে মাননীয় সংসদ সদস্য-সহ অন্যান্য অংশীজনদের জাতীয় বাজেট বিষয়ে তথ্য ও গবেষণা সহযোগিতা দেয়ার জন্য এই বিশেষ কার্যক্রম যৌথভাবে পরিচালনা করছে উন্নয়ন সমন্বয় এবং ব্যাংক এশিয়া পিএলসি।
অনুষ্ঠানে সভাপতিত্ব করেন বাংলাদেশ ব্যাংকের সাবেক গভর্নর এবং উন্নয়ন সমন্বয়ের প্রতিষ্ঠাতা সভাপতি ইমেরিটাস অধ্যাপক ড. আতিউর রহমান। বিশেষ অতিথি হিসেবে উপস্থিত ছিলেন- দ্বাদশ জাতীয় সংসদের বিরোধী দলীয় উপনেতা আনিসুল ইসলাম মাহমুদ, এমপি; হুইপ অ্যাডভোকেট সানজিদা খানম, এমপি; এবং রাশেদ খান মেনন, এমপি। ‘আমাদের সংসদ’ কার্যক্রমের উদ্বোধনী অনুষ্ঠানে অংশ নেন বিভিন্ন গবেষণা প্রতিষ্ঠান ও উন্নয়ন সংস্থার প্রতিনিধি, বিশ্ববিদ্যালয়ের শিক্ষক-শিক্ষার্থী, নাগরিক সংগঠনের প্রতিনিধি এবং ব্যাংক এশিয়া পিএলসি-এর কর্মকর্তাবৃন্দ। উন্নয়ন সমন্বয়ের পক্ষ থেকে ‘আমাদের সংসদ’ কার্যক্রমের বিস্তারিত প্রস্তাবনা তুলে ধরেন সংস্থার গবেষণা পরিচালক আব্দুল্লাহ নাদভী।
অংশগ্রহণমূলক বাজেট বিষয়ে উন্নয়ন সমন্বয়ের তিন দশকের ধারাবাহিক কর্মকাণ্ডে সর্বশেষ সংযোজন- ‘আমাদের সংসদ’। এই কার্যক্রমের আওতায় হটলাইনের মাধ্যমে অংশীজনদের বাজেট বিষয়ক তথ্য ও বিশ্লেষণ সরবরাহ, পূর্ণাঙ্গ বাজেটের পর্যালোচনা ও খাতভিত্তিক বরাদ্দ বিশ্লেষণ নিয়ে বুকলেট প্রকাশ, উন্নয়ন সমন্বয়ের কার্যালয়ে হেল্পডেস্ক স্থাপন, গণমাধ্যম ও তরুণ নাগরিকদের সাতে মতবিনিময়, এবং বিভিন্ন অংশীজনের সঙ্গে বাজেট পর্যালোচনা সংলাপ আয়োজন করা হবে।
বিদ্যমান সামষ্টিক-অর্থনৈতিক অস্থিরতার প্রেক্ষাপটে আসন্ন অর্থবছরর প্রস্তাবিত বাজেটের যৌক্তিকতা ও কার্যকারিতা অনুধাবন করার ক্ষেত্রে উন্নয়ন সমন্বয়ের ‘আমাদের সংসদ’ কার্যক্রম বিশেষ সহায়ক হতে পারে বলে মত দেন রাশেদ খান মেনন, এমপি। আনিসুল ইসলাম মাহমুদ, এমপি এবং সানজিদা খানম, এমপি বলেন যে, বাজেট প্রণয়ন ও বাস্তবায়ন প্রক্রিয়া সম্পর্কে নাগরিকদের আরও সংবেদনশীল করে তোলার ক্ষেত্রে এই উদ্যোগটি একটি নতুন মাত্রা যুক্ত করবে। সভাপতির বক্তব্যে ড. আতিউর রহমান বলেন যে, অর্থনীতিতে বিরাজমান অস্থিরতার মধ্যে অহেতুক আতঙ্ক না ছড়িয়ে বাজেট বিষয়ে সকল অংশীজনকে নির্ভরযোগ্য তথ্য ও বিশ্লেষণ সরবরাহ করার লক্ষ্য নিয়ে ‘আমাদের সংসদ’ কার্যক্রম এগিয়ে যাবে।
Strong role of civil society critically important for the participatory budget
– Deputy Speaker at the launching of ‘Amader Sangsad’ platform
Overall wellbeing and economic progress of the citizens are tied with the efficiency and effectiveness of the National Budget making and implementation process. Thus, it is of critical importance to ensure effective participation of the elected representatives as well as the broader people in the budget process. And it is the Civil Society that must play a strong role to ensure to that end. Honorable Deputy Speaker of the twelfth National Parliament- Md. Shamsul Hoque Tuku said so today (Wednesday, 22 May 2024) while speaking as the Chief Guest at the launching of Unnayan Shamannay’s ‘Amader Sangsad (Our Parliament)’ platform. This platform, jointly facilitated by Unnayan Shamannay and Bank Asia PLC intends to provide information and analysis services to honorable Parliamentarians and other stakeholders during upcoming Budget Session of the National Parliament.
The event was Chaired by former Governor of Bangladesh Bank and Unnayan Shamannay’s founder Chairperson Emeritus Professor Dr. Atiur Rahman. Special guests were- opposition deputy leader of the 12th National Parliament Anisul Islam Mahmud, MP; Whip Advocate Sanjida Khanam, MP; and Rashed Khan Menon, MP. Representatives from different think tanks, development organizations, universities, civil society organizations and Bank Asia PLC officials were present at the event. Unnayan Shamannay’s Research Director Abdullah Nadvi presented the proposed activities of the ‘Amader Sangsad’’ platform.
This platform is a latest inclusion in Unnayan Shamannay’s decades-long campaign for participatory budget in Bangladesh. Via this platform, National Budget-related research and data assistance will be provided for the stakeholders through hotline services, help desk services at the office premises, exchange of views with the media professionals and the youth, budget review dialogue sessions, etc.
Given the prevailing socio-economic turmoil, this initiative of Unnayan Shamannay may have the potential to be especially useful in understanding the relevance and effectiveness of the National Budget that is going to be proposed in the next month- said Rashed Khan Menon, MP. Both Anisul Islam Mahmud, MP and Sanjida Khanam, MP agreed that this civil society initiative is most likely to add new dimensions in further sensitizing the citizens about the budget making and implementation processes. Dr. Atiur Rahman, in his remarks as the session Chair, pointed out that, in the context of the tumultuous economic environment, the ‘Amader Sangsad’ platform aims to provide reliable information and analytics related to the National Budget. He also opined that given the right set of policy measures are designed and implemented, Bangladesh is most likely to reaccelerate its inclusive growth.
